After reviewing multiple locations within the U.S. for a potential manufacturing site, the decision to invest in Taylor was based on multiple factors, including the local semiconductor ecosystem, infrastructure stability, local government support and community development opportunities. In particular, the proximity to Samsung’s current manufacturing site in Austin, about 25 kilometers southwest of Taylor, allows the two locations to share the necessary infrastructure and resources.

This latest expansion of Samsung’s U.S. presence is expected to create over 2,000 high-tech jobs directly and thousands of related jobs once the new facility is in full operation. As part of its co-investment in the community, Samsung will also contribute financial support to create a Samsung Skills Center for the Taylor Independent School District (ISD) to help students develop skills for future careers as well as providing internships and recruiting opportunities.

Samsung Electronics Co., Ltd., a world leader in advanced semiconductor technology, today announced that it would build a new semiconductor manufacturing facility in Taylor, Texas. The estimated $17 billion investment in the United States will help boost production of advanced logic semiconductor solutions that power next-generation innovations and technologies.

As part of its co-investment in the community, Samsung will al Intel earlier this year announced plans to invest $20 billion in two new factories in Arizona. Taiwan Semiconductor Manufacturing Co., or TSMC, has been building its own plant in Arizona.

Samsung is the dominant player in the market for the memory chips that are key to smartphones and other gadgetry, but Zino said it's also expanding its role on the "foundry side," meaning the manufacture-for-hire of chips designed by other firms.

"My expectation is it's going to be foundry-based in nature," he said of the Texas plant. "It's in line with their intent to triple their foundry capacity."

Other countries have made similar pushes to get chips made closer to where they are used. The European Commission earlier in November said it could approve aid to fund production of semiconductors in the 27-nation bloc.

Officials in Williamson County have been working for several months on a package of incentives that would bring Samsung's plant to a rural tract between the cities of Taylor and Hutto that would employ about 1,800 workers. Abbott said Tuesday it will bring more than 2,000 jobs.

"Now it is mostly agricultural row crop and grazing," said Russ Boles, the county commissioner whose precinct encompasses the site. "The place where they are looking at has great infrastructure. It has big electricity, it has big water and it has a good road system. Those nuts-and-bolts things are important to Samsung and to the project."

The school board in Taylor had a meeting on Nov. 15 to approve an arrangement that would enable Samsung to save on taxes if it built a facility within the school district's boundaries. That followed an earlier approval of tax incentives and infrastructure improvements from government officials in Williamson County, where Taylor is located. The site is about a 40-minute drive northeast of Austin.

The investment comes as a global computer chip shortage threatens American businesses, especially in the automobile industry.

The new manufacturing facility will produce advanced logic chips that will power next-generation devices for applications such as mobile, 5G, high-performance computing (HPC), and artificial intelligence (AI).

The project will create over 2,000 high-tech jobs, thousands of indirect jobs, and a minimum of 6,500 construction jobs. Construction will begin in early 2022 with a target of production start in the second half of 2024. The $17 billion in capital investments includes buildings, property improvements, machinery, and equipment.

A Texas Enterprise Fund (TEF) grant of $27,000,000 has been extended to Samsung for their job creation. In addition, Samsung has been offered a $20,000 Veteran Created Job Bonus.   

“Companies like Samsung continue to invest in Texas because of our world-class business climate and exceptional workforce,” said Governor Abbott. “Samsung’s new semiconductor manufacturing facility in Taylor will bring countless opportunities for hardworking Central Texans and their families and will play a major role in our state’s continued exceptionalism in the semiconductor industry.”

“As one of the largest foreign investment economic development projects in United States history, to say Samsung’s commitment to this project is monumental would be a huge understatement,” added Taylor Economic Development Corporation President and CEO Mark Thomas.

As The Daily Wire reported last week, supply chain bottlenecks are 【10†restricting】 the availability of semiconductors and other key inputs for American firms. Ford struck a strategic agreement with GlobalFoundries to develop chips, while General Motors is likewise pursuing relationships with manufacturers.

Samsung’s doubling down on Texas where it already has a footprint comes amid a year of historic spending for the semiconductor industry, spurred by government incentives seeking to attract local production. A global chip shortage has undercut many industries from smartphones and home appliances to cars.

Samsung, the world’s largest semiconductor maker by revenue, plans to invest more than $205 billion over the next three years, with chip-making a priority. Taiwan Semiconductor Manufacturing Co. has earmarked more than $100 billion over the next three years to build new chip factories. Intel Corp. has also unveiled more than $100 billion worth of semiconductor factory investments plans in the U.S. and Europe over the coming decade.

Tesla CEO Elon Musk 【12†said】 earlier this year that he has “never seen anything like” the semiconductor shortage.

“Our biggest challenge is supply chain, especially microcontroller chips,” Musk said on social media, comparing his company’s decision to “overorder” various products to the “toilet paper shortage” that occurred at the outbreak of COVID-19 in the United States.

Earlier this year, however, the company revealed that the price tag for the first semiconductor fabrication plant in its long-term rollout had ballooned to 【39†over $25 billion†www.reuters.com】, nearly a 50% increase from Samsung’s original projection. The substantial jump was primarily triggered by inflation—specifically, the soaring costs of construction materials over the past two years. 

In addition to Samsung Foundry’s new plants, Texas Instruments last year began construction on a large semiconductor fabrication facility near Sherman, in North Texas. The project, which was launched in 2022 and is expected to be completed by 2025, is estimated to cost around $30 billion and is being pegged as the largest economic venture in the Lone Star State’s history. In addition to its new plants in Arizona, Intel has also begun construction on two semiconductor fabs just outside of Columbus, Ohio. The factories, which are estimated to cost around $20 billion, will produce 10 nm chips on 12 inch wafers. The plants are expected to be completed in 2025 and represent just the first phase of Intel’s multiyear plan to establish a new megasite that will house up to eight semiconductor fabrication plants in Licking County. (The total cost for the entire site is estimated to be in the neighborhood of $100 billion.) 

Intel, which already has major manufacturing hubs in Arizona, New Mexico, and Oregon, was drawn to setting up new operations in Ohio in part because of 【41†generous incentives†ohiocapitaljournal.com】 offered by the state totaling around $2 billion. On top of those state funds, Intel is also lobbying the federal government for financial support from the CHIPS and Science Act. The two plants will be manufacturing chips on Intel’s 18A and 20A nodes.

While perhaps not as universally heralded as industry juggernauts like Intel and TSMC, Micron Technology is one of the world’s leading producers of computer memory and data storage, including dynamic random-access memory (DRAM) and flash memory. The American company, which is headquartered in Boise, Idaho, announced last year that it would be breaking ground on what it called the “largest semiconductor facility in the history of the United States” in Clay, New York. This new semiconductor manufacturing facility represents a significant investment of about $17 billion, making it the largest-ever investment by Samsung in the U.S. The plant is set to start production in the second half of 2024 and will focus on advanced logic semiconductor solutions for technologies like mobile devices, 5G, high-performance computing, and artificial intelligence.
